Txgulfcoastearlyed.org was developed by the Early Care and Education Industry Committee, a group convened by Workforce Solutions, a public/private partnership providing a comprehensive human resource service for businesses and residents of the 13-county Houston-Galveston Gulf Coast region. Workforce Solutions helps employers solve workforce-related business problems and area residents build careers, so that both can better compete in the changing worldwide economy. Workforce Solutions has a significant interest in the early care and education industry, as it is the largest single payer in the Gulf Coast region for early care and education and efforts to improve the quality and standards of care for individual providers.
The Early Care and Education industry's largest employers were selected to participate on the committee to work with Workforce Solutions to identify the industry's critical skills shortages and human resource needs. Members include representatives from Head Start, private and nationally franchised child care programs, a representative from a community action agency and the Development Corporation for Children. To support this work, Workforce Soultions has contracted with Collaborative for Children.
The committee meets on a regular basis. In its meetings, the committee works to prioritize issues, set committee goals and determine measures of success for the committee's work. The development of txgulfcoastearlyed.org is the primary function of the committee currently. The following are a few of the early care and education human resource issues the committee considered while developing the website: industry image, wages & benefits, competition among sectors, finding and retaining staff, management training, staff morale, and development of a career ladder.
